Oracle Cloud Infrastructure (OCI) operates with two main account states for individual users: the always-free tier and the Pay As You Go (PAYG) upgraded state. The always-free tier is generous — providing 4 ARM Ampere A1 cores, 2 AMD VMs, storage, and more permanently — but it limits access to paid services and higher resource quotas. Upgrading to PAYG removes these restrictions.

To officially upgrade your Oracle Cloud account to Pay As You Go, you log into the OCI Console, navigate to Billing and Cost Management, then Subscriptions, and click the upgrade option.
